Ismaël Omar Guelleh, who was re-elected president for a fifth term in April 2021 after a fraudulent ballot, seeks to ensure the maintenance of his clan in power before the expiry of the mandate. To do this, he muzzles all forms of resistance.
The Front for the Restoration of Unity and Democracy (FRUD), the main opposition organization and architect of the democratic rally of 2021 is particularly targeted by the dictatorship in power.
In Djibouti, the regime, relying on the presence of 5 foreign military bases, feels sheltered from any political alternation.
The FRUD, forced to take up arms to resist oppression, has never attacked civilian populations, on the contrary it tries to protect them.
It is Ismaël Omar Guelleh who sows terror!
Following military setbacks, the Head of State had parliament adopt a law on October 13, 2022 declaring the FRUD a “terrorist movement” . This law makes it possible to legitimize the incarcerations, tortures and even assassinations of FRUD militants and their sympathizers. The repression of power, exerted on the population which is hostile to it, has been a constant for 45 years. It has increased in recent years and worsened since the adoption of the law.
The Djiboutian Human Rights League denounced arbitrary arrests in the north and south-west of the country, followed by torture and numerous abuses against women.
The law also makes it possible to prosecute opponents abroad who denounce the true nature of the irremovable regime. Already, an examining magistrate from Djibouti has issued letters rogatory and issued international arrest warrants to Interpol. Mohamed Kadamy, President of FRUD, as well as other leaders living in Europe and the United States are particularly targeted.
Ismaël Omar Guelleh had already filed a complaint in 2019 against Mohamed Kadamy, a political refugee in France since 2006. His indictment was canceled by French justice. But in 2020 and 2021 the dictator obtained from Ethiopia the extradition of Fouad Youssouf lieutenant of the air force and Barkat Abdoulwahab, activist blogger.
All of the progressive forces and signatory European and African personalities assure the FRUD of their complete solidarity and refuse this attempt to exploit Interpol and the justice system in the service of a dictatorship. Such manipulations represent a real danger for the rights of oppositions throughout the world.
It is essential that the protection of the FRUD democrats be ensured and guaranteed.

Forced expulsion of prisoner and human rights activist Salah Al-Hamouri  by the Israeli occupation authorities.

Salah Al-Hamouri who was placed in administrative detention, a procedure which allows incarceration without reason or judgment has just been expelled to France. He had been imprisoned in Israel from 2005 to 2011 under the false pretext of conspiracy. His defenders were fighting for his unconditional release. His expulsion on the eve of a change of government sounds like a warning to all those who fight the policy of colonization and apartheid led by the Israeli occupation authorities.
It is neither more nor less than a violation of international law that can be likened to deportation and therefore to a war crime. According to Amnesty International:"It is a deportation. Forced expulsions and forced detentions without charges, the separation of families contribute to the crime of apartheid that we denounce. There is a desire for hegemony over East Jerusalem. People are expelled who do not do not pledge allegiance to Israel whereas under international law an occupied population does not have to pledge allegiance to an occupying population". For its part, the Palestinian Ministry of Foreign Affairs considers that it is "a war crime and a violation of the rules of international human rights law and international humanitarian law, adding that the arrest and deportation of Jerusalem prisoner Hammouri is an arbitrary measure for which Israel must be held accountable . ""settlement and apartheid authority, has no sovereignty over any of the lands of the State of Palestine, especially in Jerusalem".
Our party by joining the protests against this illegal expulsion reminds us that the struggle for the legitimate rights of the Palestinian people has our full support. It is high time for the political power in France to stop chattering about human rights and act to isolate the Israeli occupation authorities by severing economic, cultural, scientific and diplomatic relations with this colonial and apartheid state.

Our view of the situation in Peru

What happened ?
The last general elections in Peru took place in April (legislative and first round of presidential elections) and June 2021 (second round of presidential elections). This coupling of elections is a general rule: in the event of dissolution, or resignation or dismissal of the president, the role of the following is to complete the mandate: thus, the congress (unicameral parliament) elected during the early legislative elections of 2020 has no held for only one year, the end of the mandate of the previous dissolved congress.
The particularity of this election is to have sent a clear majority of conservative forces (center, right of all kinds) to the Congress and to have allowed the election of a president, Pedro Castillo, very marked on the left.
We must however be wary of the qualifier left, Castillo is often described as a Marxist, as is the party that supported him, Pérou Libre. In France, many journalists qualify as “radical left” France Insoumise, which is only the current avatar of social democracy. The same is true in Peru and more generally in Latin America.
President Castillo did not implement his program at all, notably the holding of a constituent assembly and land reform, he appointed increasingly right-wing governments to compromise with parliament, and when he announced the postponement to May 2023 of the general increase in wages, the police cracked down on the demonstrators. If the "Free Peru" party does indeed have some sympathizers of Marxism-Leninism, it is also made up of people from the dyed-in-the-wool left.
Castillo's efforts to get along with some of the reactionaries (even his first government, the most to the left, was validated by 73 deputies out of 130, while center and right have 85) did not satisfy the parliamentarians, who repeatedly sought to impeach him, either for corruption or treason. Corruption in Peru seems both an endemic evil that affects politicians and an easy pretext to dismiss an adversary. The Grande Bourgeoisie holds all the powers, the media, justice, the army and Parliament.
Some minions of the Grand Bourgeoisie, especially in Latin America, are quick to worry about supposed revolutionary threats. This is what explains the relentlessness of this parliament against President Castillo, however social-democratic he may be. Castillo was therefore pushed to the fault. He dissolved Parliament, when he had no right to do so, he could only do so if this same parliament had refused twice in a row to invest a government, which was not the case.
The sequel was not long in coming. Parliament dismissed the president with a majority of 101 votes, including MPs from“Free Peru”. The vice-president, elected with him, Dina Boluarte, was sworn in as president in his place, and he is being held without trial in the premises of the prefecture of Lima. Following his attempt to dissolve, the rats left the ship: a dozen ministers resigned, the future new president had then denounced the attempted "coup" of his now predecessor, which "aggravates the political crisis and institutional that Peruvian society will have to overcome by strictly respecting the law” .

The reactions of governments in the region and elsewhere
The paragons of democracy, who often meddle in the affairs of countries that normally do not look at them, did not fail to express their pressure. The US ambassador to Lima, Lisa Kenna, had urged him to conform "to the Constitution" . Following the parliamentarians' vote, American diplomacy immediately let it be known that it no longer considered Pedro Castillo as the country's current president. “We salute the Peruvian institutions and civil authorities for guaranteeing democratic stability and we will continue to support Peru and its unity government that President Boluarte has promised to form”. Spain, which still interferes all too often in the fate of its former colonies, has not been left out. The Spanish government, led by the socialist Sanchez, who had "firmly condemned the rupture of the constitutional order in Peru" welcomed "the restoration of democratic normality". Finally, the new president is also supported by the European Union, which welcomes her desire to “strengthen the rule of law and democratic institutions in Peru” . Even Lula, yet a "left" president, has let Castillo down. He announced that he found it "always regrettable that a democratically elected president should suffer such a fate" , but he was pleased that "everything was carried out within the constitutional framework".
Only the governments of Colombia, Bolivia, Mexico and Argentina have shown solidarity with the ousted president. Evo Morales, former Bolivian president, denounces a “hybrid war waged in Latin America (…) to persecute, accuse and oust leaders who defend the people and confront neoliberal policies (which generate) hunger” . Mexico's President Andrés Manuel López Obrador says Pedro Castillo was victimized by Peru's 'economic and political elites'

The reaction of the Peruvian workers
Since then, many workers have demonstrated every day to demand immediate general elections and the release of Castillo. The slogan “Let them all go away” sums up the will of the workers, particularly in the south of the country, to sweep away the entire reactionary clique and, with it, those like Boluarte who rub shoulders with it. Parliament refused to approve his proposal to bring the elections forward to 2023, but could reconsider. The demonstrations are repressed by the army, they have already caused twenty deaths and the president, refusing to discuss with the popular forces who also elected her, refuses to resign.
The immediate demands of the demonstrators can be summed up as follows:“We want the dissolution of the Congress, that they all go away, Dina Boluarte too, we did not elect her! We want the convocation of a Constituent Assembly and new immediate elections. Elections, but not with the rules of the extreme right. »
And the challenge is growing, it has won, since Monday 12, 15 of the 26 regions of the country. The general strike on Thursday 15 was a total success. The list of organizations that have called for an indefinite strike has grown with agrarian unions, students and indigenous organizations. Social demands, for higher wages, against inflation, for agrarian reform, reappeared in the foreground. Farmers, teachers, miners, who felt they had found an echo in the government of Pedro Castillo, consider themselves cheated by his departure, even if the former president, during his short mandate of seventeen months , was unable to get things done.

The reaction of the Communist Party of Peru and ours
The Communist Party of Peru supports the demonstrations, but does not defend Castillo. Here is an excerpt from his press release of December 7:“The former President of the Republic, Pedro Castillo, in an irresponsible, provocative and isolated measure from popular sectors, illegally and opportunistically declared the dissolution of Congress. Parliament has replaced him and it will be up to the vice-president, Dina Boluarte, to take over. Castillo's brief, mediocre, and corrupt continuist government only strengthened the reactionary and conservative forces that gained a foothold in the Congress of the Republic and in the judicial institutions. We reject coup attempts by both sides, both of which have been largely delegitimized in the eyes of the people. The root of the crisis is deeper, it is found in the foundations of the outdated neoliberal institutional model. Faced with this, and any authoritarian solution, we propose the immediate calling of general elections and the organization of a referendum to convene a Constituent Assembly. »
This declaration illustrates well the difference, in Latin America as elsewhere, between the left, even when it takes interesting measures (in Bolivia, in particular) and the revolutionary organizations. There is nothing to expect from Lula, not much from Maduro, who is also making a right turn, pushing aside the Venezuelan Communist Party, and obviously, for the most part, nor from Castillo.

For the Communist Revolutionary Party, there is nothing to expect from pseudo-Marxists or repentant Marxists, from left-wing leaders who put water in their wine. The demands of the workers of Peru are just, both economic (wage increase, agrarian reform), and political (that they all leave and general elections, constituent assembly). We support these struggles and these demands, we call on the "president" to stop the repression. Long live the struggle of the workers of Peru!
