Bulletin N°60 2025 The Trump plan and Hamas's response
We have already said it several times, like its predecessor, the Franco-Saudi plan adopted by the UN General Assembly, the Trump plan is not a peace plan, but a capitulation plan for the Palestinians.
In a speech delivered on October 4th, the leader of Burkina Faso, Ibrahim Traoré, put it in his own words: “ They presented us with a so-called plan, presented by US President Donald Trump, and he calls it a peace plan for Gaza, for Palestine, and for the Middle East. They present it with flashy words, polished presentations, and promises of prosperity and investment. But when you remove the packaging, when you examine its substance, you realize that it is not peace; it is domination, it is humiliation disguised as reconciliation, it is forcing a people to accept chains only to then be told that these chains are golden bracelets. And I tell you, this is not peace. Peace cannot be built when the strongest dictates every line and the weakest is merely obliged to sign.” Peace cannot be built when the suffering of a people is reduced to a bargaining chip for investors. Peace cannot be built when their sacred rights are trampled, their dignity violated, their sovereignty postponed indefinitely. Peace is not the silence of the oppressed; it is justice that allows them to stand tall .
Hamas, the main Palestinian armed resistance movement, has responded to the imperialist Trump. Things were not simple, especially since Qatar, sponsor of some Hamas leaders residing in Doha, pushed to the bitter end for a complete acceptance of the plan—in other words, an unconditional surrender. The day before the resistance movement's response, the Qatari channel Al Jazeera even broadcast a false report claiming that Hamas had accepted and capitulated outright.
The reality is quite different. Hamas agreed to release the captives, something it had been prepared to do for a long time. Hamas leaders decided to engage in negotiations while reiterating all their red lines. Thus, Trump's gamble, aimed at quelling the widespread hatred of the Zionist entity and shifting the blame for the ongoing genocide onto the Resistance, backfired. Everyone can see that, despite Hamas's response, the Zionist colonial state continues its military operations and continues to kill Palestinians (around fifty the day after the Resistance movement's response).
Here are significant excerpts from Hamas's response: " Hamas is a national liberation movement. The definition of terrorism in the plan does not apply to it. [...] We reject any non-Palestinian role in the government. [...] We are ready to release all Israeli prisoners under the plan proposed by Trump, in exchange for an end to Israeli attacks on Gaza and the complete withdrawal of Israeli forces. [...] The weapons were intended to resist the occupation. If it ends, and the Palestinians govern themselves, we will hand over the weapons to the future Palestinian state. "
It is therefore quite clear that there is no capitulation, since all the principles are recalled, but the use of a breach in Trump's game to put the real issues back in the forefront: withdrawal of the occupying forces, national liberation of Palestine.
Reactions from Palestinian Marxist organizations
The Palestinian Communist Party (PCP) characterizes the plan and imperialism in general: “ What is being presented as the ‘Trump ceasefire plan ’ is neither a solution nor a peace initiative. It is an imperial project aimed at liquidating the Palestinian cause and legitimizing the massacres against our people in Gaza, the West Bank, and Jerusalem. Attempts to present this plan as a ‘settlement ’ are nothing more than a declaration of organized extermination aimed at subjugating our people and consolidating the occupation under diplomatic and economic cover. […] Marxist-Leninist analyses confirm that imperialism is not a source of peace, but a source of plunder, war, and extermination. The current situation in Palestine illustrates this truth: an expansionist occupation supported by the United States and Europe, alliances with reactionary Arab regimes that openly submit to imperialist and Zionist interests; All of this aims to erase Palestinian identity and legitimize the appropriation of land and populations .
He also emphasizes the determination and resilience of the Palestinian people: " The Palestinian people, who have resisted for decades policies of uprooting, cleansing and forced displacement, will not accept being excluded from any decision concerning their fate, nor will they allow their suffering to be transformed into agreements between war criminals such as Trump and Netanyahu and their reactionary supporters. "
Finally, he solemnly calls for the unity of Palestinian Resistance organizations: " We urgently call for the construction of a broad national front including all Palestinian national, progressive and independent forces; a front that leads the popular and national resistance, puts an end to the abhorrent division and works towards the restructuring of the Palestine Liberation Organization (PLO) into a truly representative national institution, founded on national and revolutionary principles ."
The Popular Front for the Liberation of Palestine (PFLP) first welcomed Hamas's response: " The Popular Front for the Liberation of Palestine affirms that Hamas's response to the American proposal is patriotic and responsible, paving the way for an end to the aggression . The important thing now is the occupation's commitment to ending the aggression and implementing the steps of the agreement. This will pave the way for a complete cessation of aggression, a total withdrawal, and the complete lifting of the siege, leading to a clear Palestinian political process that respects the rights of our people ."
He then details the challenges for the national liberation process to move forward: “ The Front holds the American administration fully responsible for any violation or attempted obstruction by the war criminal Benjamin Netanyahu, as Washington’s silence or inaction constitutes a cover-up and an encouragement of violations. The Front reiterates that political and national issues are decided by the Palestinian people in accordance with national principles. Therefore, all outstanding political and national issues must be resolved through a unified national decision aimed at definitively ending the aggression against our people, restoring our rights, and holding the international community accountable for the implementation of its resolutions, including the establishment of a sovereign Palestinian state, our people’s right of return and self-determination, and the guarantee of their right to resist and fight against the occupation’s plans by all legitimate means. ”
Then, he too launched an appeal for the unity and structuring of the Resistance: " The Front reiterates its call for an urgent Palestinian national meeting to discuss all national and political issues and to respond to them with a unified Palestinian position. "
Finally, it reiterates the importance of international solidarity in order to put pressure on the Western imperialists, sponsors of the Zionist colonial state: “ Finally, the Front emphasizes the need for continued global action to pressure the United States and Israel to ensure the implementation of the agreement and prevent its cancellation at any stage. This will allow for the realization of the legitimate national rights of the Palestinian people and the continuation of the boycott, the siege, and the delegitimization of the occupation at all levels. ”
The Democratic Front for the Liberation of Palestine (DFLP) also welcomed Hamas's response to Trump's provocation: " We welcome Hamas's responsible position on Trump's plan, which aligns with the position we announced on September 30, 2025, regarding the US president's plan. This position calls for an immediate ceasefire, the complete withdrawal of the occupying forces, prisoner exchanges, unconditional aid to the Gaza Strip, and the formation of a national organization from the people of the Gaza Strip. "
He continued with an appeal to Arab negotiators to support the position of liberating Palestine: " The Democratic Front also calls on the Arab and Muslim parties that participated in the meeting with President Trump on the sidelines of the 80th session of the United Nations to provide all necessary support to the Palestinian side in its negotiations aimed at securing the Palestinian people of the Gaza Strip after two very difficult years of suffering and torment. "
He emphasizes the maneuvers of the Zionists: " The Democratic Front also stresses the need to be wary of the maneuvers of the Israeli fascist leader Netanyahu, especially since the statement from his office indicated that Netanyahu's approval was based on 'the principles of Israel,' a blatant denial of Trump's plan and a prelude to the manipulation of details and sabotage of the plan ."
Then he too launched an appeal for the unity of the Resistance: " The Democratic Front also stresses the need to continue the Palestinian national movement in order to bring all parties together around a table for national dialogue, in the presence of all Palestinian factions, including the secretaries-general and members of the PLO executive committee. "
Next, he pays tribute to the resistance of the Palestinian people: " The Democratic Front concludes by expressing its admiration and pride for our determined people in the Gaza Strip, the West Bank, especially Jerusalem, and all areas of their presence, affirming that without this legendary tenacity demonstrated by our people in the Gaza Strip and their valiant resistance, and without the precious sacrifices of the martyrs, the wounded, the missing, and the displaced. "
Finally, the Democratic Front characterizes the current situation and emergencies: " The Democratic Front emphasizes that we are now entering a new phase of struggle which requires all of us to strengthen unity on the ground and continue the overall confrontation to ensure the restoration of life in the Gaza Strip and its reconstruction, as a modest reward for the sacrifices made by our people and their resistance. "
While Palestinian Marxist organizations may not necessarily agree on everything, we can observe their convergence of views on the necessity of Resistance unity, vigilance against the maneuvers of imperialists and Zionists, and the need to honor the resistance of their people. The fact that the two armed organizations (PFLP and DFLP) endorse Hamas's position is a guarantee of Resistance unity and offers a glimmer of hope.
Let's continue the struggles of solidarity
Georges Abdallah recently delivered a message urging activists in solidarity with the Palestinian Resistance not to misjudge the situation. " We are winning ," he said. " Of course, there will still be suffering, deaths. But, for the first time since 1948, an entire humanity has understood, an entire humanity is mobilizing; the course of history is changing. "
The strength of the Palestinian Resistance today, besides its weapons, lies in the fact that the veil of lies surrounding a massive ideological construct, supported by the imperialist powers of the Western bloc—the Zionist construct—is being torn away. Zionism is exposed, and all peoples see it for what it truly is.
Here is the reaction on X from an anonymous user revealing this growing awareness and the extent of the solidarity following the October 5th demonstration in Amsterdam: “ I grew up in the Netherlands. During my youth, it was undoubtedly the most pro-Israel country in Europe. So pro-Israel that visiting Palestinians said it was easier to reason with Israelis than with the Dutch about the Middle East. Although the Dutch are, like others, a fundamentally honest people, even ten years ago, a demonstration ten times smaller would have been inconceivable in the Netherlands. […] Yet, on Sunday, as the police confirmed, a quarter of a million Dutch citizens, of all backgrounds, all persuasions, and all colors, gathered to draw a red line against the genocide in Gaza. I never imagined I would witness such scenes in my lifetime, and I am deeply moved.” Israel has irretrievably lost Dutch public opinion, and future Dutch governments will find it increasingly difficult to maintain the line in the name of the genocidal apartheid regime .
Some points to consider regarding the situation in Italy
The solidarity movement with Palestine is particularly important in Italy, as shown by the general strikes, first those of September 22, then those of October 2 and 3 in response to the attack by the genocidal colonial army against the boats and militants of the Sumud flotilla .
It is important to examine the reasons behind this mobilization. The main reason is the existence of the USB (Union of Basic Unions).
In Greece, starting in the 1990s, grassroots unions emerged in response to the class collaboration of the union leadership. They unified in 1999 into PAME (Militant Front of All Workers), now a powerful class struggle organization, present in all struggles, notably that of solidarity with Palestine.
Italian workers decided to follow the Greek example, faced with the same compromise by the leaders of the peninsula's major trade unions. This same approach led them to create the Union of Basic Trade Unions (USB) in 2010. It should be noted that PAME and USB are affiliated with the World Federation of Trade Unions, the only international trade union organization with a class struggle orientation.
The USB was the only one to call for the strike on September 22. In an interview given to the newspaper of the Greek Communist Party (KKE), Rizospastis , the head of the international department of the USP, Pierpaolo Leonardo, gave, a few days after the 22, a very interesting insight into the situation and the role played by his organization [1] .
We can note a few enlightening excerpts.
Regarding September 22nd: “ Before the strike on September 22nd, the situation in Italy was not good. The Italian people were disillusioned; they thought it was impossible to change anything, to improve conditions, and so mobilizing the Italian people in support of the Palestinian people was a difficult undertaking for the unions. We did not expect such a positive response; September 22nd was a surprise. Our confederation called for a general strike solely to denounce the crimes committed in Palestine, the terrorist intervention in Gaza, and to support the Global Sumud Flotilla . […] Participation on September 22nd was very high. It was something we had never seen before. Many workers from all sectors—public services, industry, logistics, ports, railways, transportation in general—participated in the strike. Participation was strongest in schools. Many teachers participated in the demonstrations with their students.” For the first time in a long time, we have perhaps seen between 800,000 and 1 million people take to the streets throughout Italy. We organized 82 demonstrations. Not only in the big cities, but also in villages, where, in several cases, they were organized independently .
Regarding the USB's approach, he continued: “ The aim of our strike was not only solidarity, but we demand that the Italian government sever all ties with Israel, whether economic, commercial, diplomatic, or cultural. Our members in the research field signed a resolution—thousands of researchers—against the dual use of research, that is, against its use for military and war-making purposes. […] What we are trying to do is strengthen anti-imperialist consciousness among workers. Because that is the problem. We have an imperialist and colonialist intervention in Palestine by the terrorist state of Israel, but we also have inter-imperialist competition, which is at the root of the new dramatic situation in Europe and the world. We are facing the risk of a new world war. The intensification of geopolitical competition shows that the situation is very worrying. It seems that people are beginning to understand, and it is very important that we contribute to this awareness.” ".
On October 3, the demonstrations were also a success, with nearly one and a half million people in the streets and strike participation rates often higher than on September 22.
In conclusion
The example of Italy is worth considering. When a trade union has a clear orientation—boycotts, support for the national liberation struggle—it works. In France, the movement hasn't reached that point. Often, it remains solely focused on humanitarianism (which is, of course, already a good start, but woefully inadequate), because no influential organization has this anti-colonialist and anti-imperialist orientation of support for the Resistance. And the entire French left speaks of "peace between Palestinians and Israelis," at best out of an illusion about the existence of an Israeli proletariat, at worst out of respect for bourgeois democracy. To fail to question the existence of the Zionist colonial entity is to refuse to properly analyze the colonial situation and to objectively justify its continuation.
That is why, based on the only notable victory obtained in France, the liberation of Georges Abdallah, the Revolutionary Communist Party addressed the CUPLGIA (Unitary Campaign for the Liberation of Georges Ibrahim Abdallah) to propose that it continue the mobilization so that it serves as a crucible and coordinating structure for the solidarity movement with Palestine, on the clear line that we share.
In order to help the national liberation of Palestine, we need, more than ever, clear, anti-colonialist, anti-imperialist, anti-Zionist actions and discourse, denouncing the actors, the accomplices of the substitute colonization implemented in Palestine . It is not possible to support the struggle for a free Palestine without supporting the armed Resistance, in all its components and in all its actions; without demanding the end of the colonial entity of apartheid, because its existence prevents true peace.
Now more than ever, we need to build a gathering of all those who support the national liberation of Palestine and its armed resistance, to make our militant contribution, in France against our capitalists and their supporters, to "a free Palestine from the river to the sea".
A first event is being organized: the CUPLGIA is relaying a call from the Student Union Federation (FSE) for a rally on October 17, 2025, at 6:00 PM in the Place de la Sorbonne, Paris. This is a new anti-imperialist highlight, in support of peoples in struggle, and in particular the Palestinian people and their heroic resistance. The Revolutionary Communist Party is participating in this rally, a highly symbolic day, as it marks the anniversary of October 17, 1961, a day of tragic memory. And, despite this massacre, Algeria triumphed and liberated itself. Palestine will triumph and liberate itself, and we stand with it.
